Dr. Brown was a physician at the Smallville Orphanage.
When attempting to vaccinate a young Kal-El, the needle is destroyed because it would not penetrate his hard skin. The playful child then grabs the man and holds him up over his head playfully. The nurse then calls the director and then he tells her "Forget the director! Call the army!" The director soon arrives and he asks Dr. Brown what he is doing, and he tells him he isn't doing anything, it's him![1]
