Joe Chill was a mugger from Gotham City, and was the man that murdered Bruce Wayne's parents on Crime Alley. He shot them both down with a gun, leaving Bruce alive to witness the horror. This is what led Bruce to become a crime fighter, and it's also what made him terrified of Crime Alley.
