I have very little information about this figure. The card, when translated to English says: "Defenders of the Earth." Apparently this character Super Oxide is supposed to be the archenemy of Captain Ray, which was made into a figure as well.

According to the Ebay seller, this figure is the rarest of all of the figures Gulliver made. It also comes with a poster and comics according to the card.
